Sir William Randal Cremer (1828-1908) était un publiciste, un membre libéral du parlement, un pacifiste et un partisan de l’arbitrage international britannique. Il a fondé l’Union interparlementaire et l’International Arbitration League. En 1903, il a reçu le prix Nobel de la paix pour son travail dans le domaine de l’arbitrage international et notamment pour le traité d’arbitrage anglo-américain.
